I don't see where he went to the state of Wisconsin, though his second wife Lena was from there.

The surname "Calow" was used as an alternate spelling for Culver in one of the census. That was put there by a transcriber who works for ancestry "dot" com.
I looked at the handwritten script and to me it appears to be, and is consistent with the surname of CULVER. His Death Certificate should clear up this question - but otherwise, the census is clear with the addresses of where he lived every decade in the 20th Century he was Lester B. Culver.
