Based on the documents found so far, I am 99% certain they are brothers. It would be ideal to find Henri's birth record to confirm.

I cannot locate the archives for Sampont (currently part of Arlon, at one time part of Hachy). Search those two towns and, if you don't find anything, see if someone in the Belgium forum (https://en.geneanet.org/forum/viewforum.php?f=62) is familiar with the area. Use Deepl or Google Translate to ask the question in French in that forum.
