Why is the allocated picture for a person shown in some case for a visitor and not in others?

I see that for visitors some of the people (no longer living) are shown in the tree without the allocated picture, while others are shown with picture. Also the number of the files showable for a person is reduced for visitors in some cases, but not all. What is the logic here?
