Non informative DNA segment

I have found a DNA match that includes a segment on C-1 which Geneanet has identified as a "Non informative DNA segment shared by many individuals" (it runs from position 119,789,106 to 150,961,869). The segment has been given a rating of 12.64 cM. Curiously, this person's father also has DNA on Geneanet and he does not have any match to me on C-1 (but both of them match me on a smaller segment on C-10). I have previously found many DNA matches on other DNA websites with matching segments on C-1 that include or overlap this "non informative" segment. Geneanet is so far the only website that has given me this advisory about that portion of C-1. I have long been puzzled by how many people match me in that region of C-1 and how in nearly all cases, I cannot find a genealogical basis for the match (and thus have possibly wasted a lot of time).

The lowest reported position on C-1 that I have treated as being part of this unusual region is 100,495,420 and the upper limit seems to be around 162,252,097. Apart from the expected match to my sister in this region, only one person is of a known genealogical relationship (2nd cousin). That cousin happens to be related on my father's side. I also found a match on Geneanet which spans 108,078,183 to 146,999,835 on C-1, but which was not identified as "non informative" in spite of the clear overlap with the match I described at the beginning. Perhaps this unusual segment is coming from only my father's side.

I would be interested to learn more about this "non informative" segment and whether anyone else has run into a similar situation. Is there any published research about this?

Thank you Jean-Yves. It still sounds a bit complicated but that article is a good start. I only wish the other DNA companies would have pointed this out to me before.
